Earlier in his career, Dr. Ngeno held the position of Head of Procurement at the Youth Enterprise Development Fund. There, he oversaw procurement and logistics activities, managed Vision 2030-related project procurement, ensured public procurement compliance, and built strong supplier relationships. He established departmental benchmarks, coordinated supply chain activities in line with government policies, reviewed contracts for optimal value, and advised senior management on procurement matters. Dr. Ngeno previously worked as a Supply Chain Consultant at the Ministry of Youth Affairs, Sports and The Arts, where he provided expert advisory support in procurement, sourcing, supplier management, and internal controls. He managed purchasing teams, negotiated supplier terms, processed procurement documentation, and strengthened accounting and operating systems to meet organisational objectives. He also served as Supply Chain Manager and Logistics Consultant at Hitmac Training & Management Consultants, delivering advisory services in supply chain, logistics, and procurement to small and medium enterprises while supporting business development initiatives.

Holds a Doctor of Philosophy, a Master of Science, and a Bachelor of Commerce — all from JKUAT — providing a rigorous academic foundation in business, supply chain, and management sciences. His research informs his practical approach to public procurement and supply chain optimization in emerging markets.
